Haileyville man sentenced to probation for theft at army ammunition plant

A resident of Haileyville, Oklahoma, has been sentenced to probation after pleading guilty to charges related to the theft of government property from a military facility. Garland Leon Seay, 39, received five years’ probation for two counts of Theft of Government Property and five years’ probation for one count of Entering a Military Installation for a Purpose Prohibited by Law. The sentences will run concurrently.

The case was investigated by multiple agencies, including the McAlester Army Ammunition Plant Police Department, the Pittsburg County Sheriff’s Office, the Savanna Police Department, and the Federal Bureau of Investigation.

Seay admitted guilt on April 22, 2026. Investigators reported that law enforcement found Seay in possession of items stolen from the McAlester Army Ammunition Plant on July 22, 2024. Among these items was an inert training missile. Further investigation led authorities to recover more property taken from the facility over the previous year.

The sentencing hearing took place in Muskogee, Oklahoma. U.S. District Judge Robert J. Shelby from the District of Utah presided over the proceedings by assignment.

Assistant U.S. Attorneys Lewis M. Reagan and T. Cameron McEwen prosecuted the case.
