Counties in Oklahoma are set to benefit from a significant investment in infrastructure, following the approval of the County Improvements for Roads and Bridges Plan by the Oklahoma Transportation Commission. The plan, which covers Fiscal Years 2026 to 2030, allocates nearly $930 million for upgrades to county roads and bridges outside of the jurisdiction of the Oklahoma Department of Transportation (ODOT).
One notable project within this initiative is a $12.5 million reconstruction of five miles of Oswalt Road and a bridge replacement in Love County. This project will utilize Congressionally Directed Spending funds.
The CIRB Plan was established by the Oklahoma Legislature to address aging and deficient county infrastructure. Over its five-year span, it aims to replace or rehabilitate 230 county bridges, including 82 that are currently structurally deficient or functionally obsolete, as well as improve 422 miles of county roadways.

They will enhance safety, improve mobility and support economic development statewide.”
Administered by ODOT, the CIRB Plan involves collaboration between county governments and eight Circuit Engineering Districts in the state. Projects are prioritized based on need, with funding sourced from state, federal, local, and tribal contributions. This cooperative approach allows counties to pool resources for large-scale improvements that would otherwise be challenging to finance independently.
Since its inception in 2006, the CIRB Plan has been instrumental in upgrading Oklahoma’s county road system’s condition and safety. It undergoes annual reviews and updates to accommodate changing needs and funding availability.
Key projects outlined in the 2026–2030 Plan include:
– Cherokee County: A nearly $5 million bridge replacement over Petitt Creek near Park Hill.
– Pottawatomie County: A $4.8 million bridge replacement project along Moccasin Trail Road.
– Harmon County: A $12.5 million reconstruction of E. 1550 Rd.
– Woodward County: A $3 million continuation of reconstruction on E. County Rd.
– Love County: Reconstruction involving Congressionally Directed Spending funds.
– Ottawa County: A $7.2M improvement project on S. 520 Rd & E. 120 Rd.
